INDIA Indian police officers decided to use physical violence on three suspected men. They repeatedly beat them on the soles of their feet with a cane. Given the density of nerve endings in the feet, this causes pain bordering on unbearable.
Such conduct by police is, of course, in violation of the suspects’ human rights as well as Indian law. The fact remains, however, that the police sometimes continue to use these practices despite their illegality. This occurs especially in smaller towns and rural areas, where police oversight may be weaker.
The purpose of their violent actions may be either punishment for minor offenses – it is easier for them than paperwork if they were to follow official procedures – or an attempt to extract a confession, especially if there is pressure to resolve a case quickly.
