Favelas are impoverished excluded areas in Brazilian cities where gangs usually operate and the police have very limited reach. In order to maintain order for the gang’s criminal activities, they enforce their own laws in their territory and make sure they are followed. Punishments are usually physical and can even include the death penalty.
