Following the loss of its territory in Iraq and Syria, ISIS increasingly shifted its focus toward its regional branches in Africa. Groups such as ISWAP have taken advantage of weak governments, poverty, local conflicts, and difficult-to-control areas to expand their influence.
ISWAP has been linked to attacks against military and police forces as well as civilians. Its activities have also included kidnappings, extortion, looting, and the collection of taxes from people living in areas under its influence. Civilians are often among the main victims of the violence.
