HAITI Member of a Haitian gang was caught and mercilessly executed with several shots to the head. According to all available information, the execution was carried out by local residents. The exact motive, however, is unknown.
The situation in Haiti regarding gangs is extremely critical. Haiti has very weak state institutions and high levels of corruption. Gangs control up to 90% of the capital city and have enormous influence across the country.
Because people cannot rely on the police, they sometimes have to take justice into their own hands, even against gangsters. Vigilante groups emerge, and when a gang crosses moral boundaries, they are often punished. This can include the death penalty. This typically occurs when gang members attack a community or kidnap children.
