HAITI Thief was caught stealing in gang-controlled territory. This led to his punishment according to their laws, where his hand was cut off with a machete.
The situation in Haiti is unfortunately very serious in terms of gang influence. The police, or rather the state, have no control over most areas of Port-au-Prince and some rural areas. Dozens of powerful gangs operate there, controlling entire neighborhoods and imposing their own rules and laws. The police often lack the courage to intervene and are less well-armed than the gangs.
