Shot in calf as punishment for thieves

SÃO LUÍS, BRAZIL Two men committed a theft in Vila Maranhão, a gang-controlled favela. They were punished according to the gang’s laws – their calf muscle was shot through. It is almost certain that these two will not steal again, at least not in the favelas.
