The Nigerian state of Borno is the epicenter of a long-standing security crisis in the country. Several terrorist groups operate there, including the notorious Boko Haram and ISWAP (the African branch of ISIS). In addition, it is also a refuge for criminal groups and gangs, who use it to hide from authorities, as the state has only limited control there. The government is trying to address the problem using the army, but such attacks are often directed against it.
