MEXICO Mexican drug cartel was responsible for a brutal scene. They kidnapped and murdered a police officer who tried to stand in their way. They cut up his body and threw the remains down from a bridge. They then hung his torso from that bridge along with warning signs.
The excessive brutality of these acts carried out by cartels is primarily intended to have a psychological effect. When police officers, but also other people, see what the cartel is capable of, they become afraid to take any action against them.
