KIWIROK, PAPUA HIGHLANDS, INDONESIA – SEPTEMBER 13, 2021 Armed Papuan separatists attacked the Puskesmas Kiwirok medical facility in the remote Pegunungan Bintang regency in Indonesia’s Papua province. According to Indonesian authorities, the attackers assaulted medical personnel, set fire to several buildings including the local clinic and other public facilities, and caused some residents to flee the area.
Several healthcare workers were attacked during the incident. According to survivor testimonies and reports from Indonesian authorities, some female medical workers were physically assaulted, tortured, and subjected to sexual violence, including rape. The details of these claims have not been independently verified in all aspects, but the case caused widespread outrage in Indonesia.
One of the victims was 22-year-old nurse Gabriella Meilani, who worked at the local health center. According to available information, she died while fleeing from the attackers after falling into a ravine. Her body was later found and evacuated under security escort. Other healthcare workers suffered injuries and were later taken to safety.

Indonesian authorities identified the perpetrators as a group linked to the TPNPB-OPM (Tentara Pembebasan Nasional Papua Barat – Organisasi Papua Merdeka), an armed separatist movement seeking independence for West Papua. Groups associated with OPM have been engaged in a long-running armed conflict against the Indonesian government and security forces, and have previously carried out attacks against soldiers, police officers, government workers, and civilians.
The Kiwirok attack became one of the most notable cases of violence targeting healthcare workers during the long-running conflict in Papua. The incident also highlighted the difficult security situation in the region’s remote mountainous areas, where civilians and workers providing essential services often face the risk of violence.
