SÃO PAULO, BRAZIL – JULY 11, 2025 Incident occurred in the Fogaréu favela, located in the Campo Limpo neighborhood. At the time, both the civil and military police were conducting operations in the area – without knowing about each other’s presence. This lack of coordination led to a firefight between the two forces and the fatal shooting of one officer.
The video shows footage from the body camera of military police sergeant Marcus Augusto Costa Mendes. When he encounters civil police investigator Rafael Moura da Silva, a shootout breaks out. Marcus fires three times, hitting Rafael twice in the chest. Another civil officer, Marcos Santos de Sousa, was slightly injured by a ricochet.
Once the military police realized their mistake, they immediately began administering first aid and arranged emergency transport for the critically injured Rafael. He was taken to Hospital das Clínicas, where he died five days later, on July 16.
A court has ordered the temporary suspension of Marcus Augusto, who now faces multiple charges. While he claims he acted in self-defense, footage from civil police body cameras shows that all civil officers followed protocol and had their badges clearly visible. The court’s final decision remains uncertain, but the case highlights a serious failure in coordination between the two police forces.
