Nearly amputated hand after motorcycle accident

UGANDA Man suffered an open fracture to his forearm after a motorcycle accident. His hand is nearly amputated and hanging on to the last bit of tissue. Access to modern medicine could probably save his hand. But that is open to speculation in the case of Uganda. Also shocking are the reactions of the witnesses who are taking video and running around in confusion instead of giving him first aid.
