Each person assumes that someone else will take responsibility. As the number of bystanders increases, responsibility becomes increasingly diffused, making each individual less likely to feel personally responsible for taking action.
In situations like this, be the person who breaks the bystander effect. Instead of asking the crowd generally for help, point to specific people and give them clear, individual tasks. An open femur fracture can be life-threatening, particularly because of severe blood loss. The bleeding should be controlled immediately, ideally with a tourniquet, emergency medical services should be called, and, when necessary, traffic should be controlled and approaching drivers warned.
